Thread Scheduling

Its useless for the leaks sections(accounts especially) some users just repost from other threads or LQ accounts that get done off before its posted.

However the function its self is good, for announcements or some other important stuff

I like the idea, but I agree with the feedback on the other thread that there should be some limitations on the usage to prevent spam (ie minimum rank and # of threads allowed to be scheduled per day).
