Sentontas ability to adjust peoples reputation

Remove his ability to give or take peoples reputation. He is litzelolly abusing it for likes and vouches. Even better suggestion is to ban him but that is up to the staff

Because he was temporarily banned for the same reason. He is abusing it for likes and vouches.
