REMOVE NEW ACCOUNTS FROM GIVEAWAYS

I have seen lots of new users entering giveaways, and I don't think new users should have the ability to enter any giveaways.
Not sure whether this feature already has been implemented or not, but it would be nice if there was like a freeze period, that
lasts maybe one week, so that users can't spam enter giveaways with alt accounts.
