New shoutbox punishment for to punish shoutbox spam.

Okay so we know about the normal ban for shoutbox but that seems to do pretty much nothing cause people just continue spamming after the ban is over so my suggestion is a 5 to 10 second slowmode that will be there for 12 to 72 hours depending on how bad the spam was

(To clarify the slowmode would only apply to the users that were spamming, not to other people)
