An idea that i have would be a "Report Pool" like a database search.
Example, a victim got scammed, go on report.Traded.cx (connected on their account)
And then can for example enter the Scammer Address, telegramID, amount paid, any extra informations;
So when someone want to pay someone sus, he can look on reporet.Traded.cx like the telegramId, and see if someone reported a scam Smart

Or maybe a rating system for how helpful it was to someone?
