Add a format for suggestions

My idea is simply to add a format that anyone who wants to suggest something has to use, which will make it easier to read for the staff team and for other members too.

Example of my idea: *Taken from @Sango 's accepted Idea*

Suggestion:MAKE THE NEW VERIFIED USER ITEM LOOP

Description:my suggestion is to make the new verified gif loop instead of just cutting back to the beginning...etc
