Really there's no good free graphics program. It's usually Photoshop / Illustrator and nothing else.
You can use Gimp, which is free, but is quite lacklustre feature and interface wise, if you simply want to explore some simple compositions.

You can get Photoshop quite easily through torrents or other quite easily. Old versions are still perfectly fine.
