make a new type of modzelotor that can only ban recently registered users/users without a rank
you could hire trusted users for little to no pay to filter out all that bullshit g2a spam and shitty discord scam messages
worst case a user bans a bunch of newly registered users which you could probably easily reverse
it would easily help the modzelotors with reports and filter a lot of the shit out

While this is a good idea, I can't imagine anyone would invest the time necessary to make any sort of reasonable change in that aspect without some form of compensation. I certainly would not care to regulate that unless I was getting paid anyway, lol.
