Create a french shoutbox

Hello! I've been banned (sometimes) because I spoken french in shoutbox, and multiple other french people also got banned for the same reason.

Instead of asking every single day for english only in shoutbox it would be cool to have multiple shoutboxes like we do for https://Traded.cx/Forum-International-Lounge
