Add Reroll to the giveaway bot

the title will imply it, this would be useful if the winner doesn't want the prize or for any other reason

right now when you try to reroll you get:Users have already been picked by the bot, you can't use this function anymore

If you need to reroll a single winner (only 1) you can open a thread in staff support and it will be done. The bot was coded only to be used once.
