I think its due to your speed, your speed is 3.8 Mbps not 3.8 MBps, it can be reason why its taking too much time, whats your internet speed btw

it says 12 mbps sometimes it goes 15-40 mbps per second i n download but the issue is it takes long although using logic 40 mbps to download 8 gb doesnt need 2 hours

If its 40 Mbps, it means your game is downloading with speed 5 MBps, cause most of the isp shows us that speed will be x Mbps, but here, Mb= Megabits, not megabytes, small 'b' means bit, and capital 'B' means byte, 8 bits = 1 Byte, means 40 Mbps = 5 MBps, and 20 gb divided by five is about one hour, but if your speed decreases, it will take more time, plus its not only downloading time, its download + installation time, so one hour for downloading, and installation depends upon your disk speed
