The latest threads should be somewhere on the front and quickly accessible instead of scrolling down to find it. This way we can get better engagement on the new threads.
Either it can be replaced with the "Latest Activities" or embedded into the shoutbox area.
The main reason for the priority is that many new users don't realize it, and they reply to outdated or very old threads, trying to find what they want. And that's how they're bumped up.
